Foundation/Face Being Dry

So when I wash my face I put on a moisturizer. And once I put on foundation my face looks good. Obviously it needs a powder because it doesn't look quite finished. Once I put on powder it looks really dry in some spots. I don't put on a lot and I currently switched my powder thinking it would help. It's still flakey and dry and I need help. Should I try a face mask? Or what do I need to do? Thanks!
