Last time I had my hair highlighted the colour was to light for my liking and is making my roots look worse now that they're growing through! Would it work if I put a semi permanent blonde over the top?

The semi permanent will cover it and work, it just won't last.
At least anytime I've used a semi permanent dye.

I would personally go back to your stylist and have her do it. If you just use a neutral color to tone it- the blond may pull an ashy undertone and look bad. You need a WARM tone for toning over blond.
