This is the tutorial I followed to do my nails. I did it twice. First with gold then followed with black. The base color is Mint Candy Apple. If you can't see from the pic...you use rubbing alcohol to spray the drops of polish in the water. It's a bit of a trial and error process determining how much to spray and from how far away you should spray. I found that you have to spray quiet a bit of rubbing alcohol on the polish to get this look. Less rubbing alcohol creates the water spotted look.
