I might have lined with a white eyeliner first, but it's not entirely necessary. Then I took a small shader and eyeliner brush. Whichever fit best for that area of my eye and gently patted the colors on and went back and blended slightly. I did a thin line of black shadow on top, mascara, and yay rainbow liner!
