Mac do a good waterproof one and so does gosh in superdrugs. I like the gosh one. it twists up and has a mini sharpener for precision. nothing I've tried is fully waterproof though.

I forgot to mention one other thing is add Visine to your liner pencil  ;-)

It thins it and makes the liner moist and glide on easier.You know how some get dry after awhile? its like prep for waterline and helps set it to stay longer.
