If you don't mind spending about $8 on eyeliner, the Loreal Lineur Instense Liquid Eyeliner is the most pigmented black liner I've ever used! It's felt but tiny enough to get the flicks perfect! For a cheaper alternative, Jordana's $2 eyeliner at Walgreens is pretty good as well, not the darkest black I've seen though! :)
