Nay leggings are to be worn with long shirts and sweaters that cover your bum. The two different lengths are too conflicting and odd. kinda like long sleeve shirts under short sleeve shorts.

I wear them in winter when it's cold but in summer maybe try thin skin coloured tights? You might be too hot in leggings :)

Actual it's a yay and a nay, because it depends what color or type of design you pair the shorts with. And if its way to short that also a great way to wear leggings under shorts.

If they are plain shorts it would work but not with patterned shorts, but tights or footless tights of you want to wear sandals would be cooler in hot weather :)
