Personally I would wear the second one over the first but just be wary that military balls are very formal and I would suggest getting a long gown instead.

I'm also married to a Marine and I just attended the ball in November, I don't know which branch of service you'd be attending but I personally think that those dresses would not be appropriate especially considering what everyone else wears.
