The fullest full coverage I've ever used is the Estée Lauder Double Wear Maximum Cover. It's super full coverage but still long wearing. I'm not quite sure if it's sweat proof or waterproof though.

Honestly, most if not all full coverage creams are sweat proof and water resistant if set properly. When I'd wear creams and set it right, even on oily skin I didn't have an issue with them breaking down from swimming or sweating off because creams are wax based and wax naturally repels water.

I also recommend the Estée Lauder, the only foundation I'll be repurchasing from now on, I'm about half way through my first bottle and no disappointments, I got it hoping it'd stay on through summer (Australia) and it does, my Loreal true match has nothing compared to the longevity of my Estée Lauder.

Now that everyone has suggested good foundations. I also have to keep in mind to set it well to help with the longevity. I recommend Green Marble setting spray or Ben Nye. They are a bit pricy but worth it.

My favorite full coverage foundation is BECCA Ultimate Coverage Creme. It is really opaque yet somehow feels light and looks like skin.

The tarte one seems decent although the one I saw, it's first ingredient was silica and that'll cause flashback especially if you intend to really set your face with a powder puff and really press the powder in.
The fact that it uses clay is great, clay works well on oily skin and can help really set your face. If you can find another that doesn't have silica then that would be better IMO because silica tends to give a slight glow and it doesn't translate well on oily skin from my experience

As far as fixing spray, the Ben Nye one is fairly good too. Even the Kryolan one I believe the Kryolan one has an aerosol can option which would give a super fine mist.
Just be aware, fixing sprays aren't going to stop your skin from being oily. They're just going to prevent your makeup from transferring and from environmental factors like humidity from effecting the wear since they are applied over makeup.

Oils from the skin are from beneath the makeup so the oils will still kind of liquid your makeup and cause you to get shiny so I'd recommend either using a clay based primer or just dusting a light layer of powder before cause that tends to help prolong the matteness

I agree with Alexis. The Estee Lauder Double Wear Maximum Coverage Foundation. The one in the BLUE TUBE, NOT the one in the bottle. Estee Lauder makes a lot of "Double Wear" Products. If you do get this foundation, be prepared to follow-up this a lot of makeup over it such as contour, blush, highlight and possibly bronzer. This isn't a n slap and go foundation. It will flatten out all dimension from your face. It can be a little drying and masky if you use too much. It has a very different consistency than other foundations. Thinner than the original Double Wear but with more slip. Less is more with this product because of the slip and coverage. It also drys very fast, so I would suggest applying to one area of the face at a time. In my opinion, this foundation doesn't layer very well, it will look cakey, so prepping your face with moisterizer is highly recommended.
