Is that your natural color? I don't recommend full on black because roots are a pain. Maybe a black dip dye if you're set on black. That way you don't need to spend all the time and money on upkeep.

I think two shades darker would be good. like a medium dark brown.
your skin is quite light and a dark brown would look black due to the contrast between your skin tone and the depth of the brown.
a full on black could wash you out. My cousin is about a shade darker and went black but a week later went brown lol.
although, I think a warm medium brown would look best. the warmth can help make your eyes look more blue
