Maybe try Vaseline lip therapy? Works for me

take a tooth brush and shugar run ur tooth brush under water put shugar on it nd brush your lips it removes all dead skin cells nd leaves ur lips so soft !

Sleep with a humidifier every night, make sure you breath through your nose not your mouth.
