Sensitive skin types should always avoid Fragrance, Solvent based alcohols, and irritants.
To get straight to the point... three brands that follow that rule without question.. Paula's Choice, Drunk Elephant, and majority of the CeraVe line.

Try Paula's Choice (brand) I love her products! Great for sensitive skin! You can also get specific products for the dryness or oilyness of your skin.

Paula's Choice, CeraVe (avoid their mineral SPF products though, as those contain methylisothiazolinone, a sensitizing preservative. I have no idea why such a good brand did that). You can find some hidden gems in a lot of skincare lines, but very few are as comprehensive as Paula's Choice, which is why I tend to recommend them as a whole over individual products from other brands.

I agree about Paula's choice, I have very dry sensitive skin and her toner is the only toner I have tried that does not tingle and burn even when I apply it after I get my face threaded
