TjMaxx! They get sent designer/high end things and mark them down. They can be hit or miss for me but overall I love shopping there. They have high end beauty products too. I also like Kohl's, I hit up their clearance rack and save a lot of money but leave with a good bit of stuff. There's also Burlington Coat Factory and Marshal's which are both similar to TjMaxx. And honestly, I like Target. They have a brand called Mossimo and I like their clothes. They're not as cheap as I'd like sometimes but they have nice things.

TJ Maxx, sometimes Kohls, Target, Rue 21 (I once got 5 articles of clothing, including a dress, for $8 there), thrift stores, and clearance sections

The thing with Forever 21 is that it looks super cheap! =(
Try thrifting... especially if you want high waisted shorts and stuff.
Like Caitlin said, try TJ Maxx or Marshall's-its often a big hit!
you just have to be really patient when thrifting or shopping at Marshall's but it usually has the best pay-off.

Try the thrift store. I starting going and I bought a lot of cool items. I got a Betsey Johnson dress for $15! It's cheap and it's always fun finding items. I really recommend it!
