extensions maybe, lots of hairspray and teasing, and straighten ur hair.
lift up parts of hair (top then work ur way down) tease, then hairspray hold it there for about 10 secs.)

Put blonde in it somewhere like a patch or a streak/s. Then dye crazy colors. Straighten it and back comb like crazy haha.

Get layers and long straight extensions and tease the top with a teasing comb or toothbrush and use hairspray to hold it :) there you go for a scene look

Part your hair to the side and train them like that for a couple if weeks. Also get tons of razor choppy layers. Tell your hair stylist to give you shorter layers on top and a long bottom layer. If your hair is short you can grow it out or get extensions. Also ask your stylist to thin out your bottom layer a little. Having bleach blond hair or black hair is good, bright neon highlights are great and animal prints are looove! Or you could go with a solid color of the rainbow. Add a big bow and your all set! I'm I. The process of training my bangs to the side... But I'm in the same boat as you. :3
