I got it at sallys.. you can also get it online through manic panic and I believe they have some colors at hot topic.. you don't have to bleach your hair to a super blonde color but if you did it to a orange color, the color would still be bright

I had to bleach it because I had purple before then I just put in rock n roll red by manic panic :)
