That's the part with dotting tool and nail art brush that I was describing. You could probably find a lot of tutorials on YouTube if you want it more detailed though, search for something like "dripping paint manicure".

It's really easy, you just paint your nails like you normally do with any color, then add a little bit of brown even if it's with a nail polish brush, since it doesn't have to be a straight line or anything, then make some dots with a dotting tool and connect them with the same dotting tool or a nail art brush, a toothpick would probably work as well. For the sprinkles I used glitter flakes, added them while the top coat was still wet.
