Start with a dark base coat (I used a dark
Midnight navy blue).
Use atleast 3 other neon/bright colors (I used 4)
Start with one bright color and imperfection is key. Make tiny droplets or drag random splotches of color. Continue with other neon shades overlapping makes for more fun.
Wait a minute or two between neon colors to prevent color swirling.
