Coastal scents' shadows are really pigmented, and you can build your own custom palette! BH cosmetics is really great too, and the prices and palette are really similar to coastal scents'.

You'd have to order them online but if you'd rather go to a drugstore or ulta then check out nyx because they've got some great palettes. I recently got the bohemian chic palette and also the too faced pretty rebel palette. I think it's under 40 but not completely sure.
