#1: how do you do the "perfect" winged liner?
#2: for someone who is new at eyeliner, what type do you recommend? (and what brand)

The key is practice but you can use tape as a stencil.

Agree with emerald, practice, practice, practice. You can also go on YouTube they have tons of "how to" videos.

It is different on how to do on everyone, because everyone has different eyes and you just have to practice to see how it looks best with your eyes :)

Everyone seems to say pencil is easier for beginners but I started with liquid and it wasn't too hard for me. It just takes a bunch of practice. Watch tons of YouTube tutorials. Those always help me.

You just need to practice a lot. You can use tape to help create a straight and even wing. Eventually you can ditch the tape and just do it. My eyeliner is still never even XD but I've gotten soooooo much better from when I first started! I recommend using liquid. I perks ally have really difficult time with marker or gel especially when I first started. Elf makes a very affordable liquid eyeliner that actually has one of the best formulas for beginners!

I found liquid a bit hard to use a first but everyone's different. I really like using a cream/gel eyeliner (I use urban decay's cream eyeliner but maybelline has a decent gel eyeliner) and an angled brush. It lets you put the eyeliner exactly where you want. I also used eyeshadow and an angled brush when I first started out, it was just a bit easier to fix mistakes with it for some reason.

I prefer gel liner... I know not everyone is a huge fan of it but I feel like applying my own liner with a brush is simplest. I recommend the makeup forever aqua black cream shadow (which I use as a liner).
