I'm using Sacha cosmetics eye shadow primer. so is it the primer or is it the eye shadow itself? Frustrated much!

I think you'd have to experiment by using a different primer/eyeshadow to find out.

Little bumps on the eye is usually a sign of contamination from either bacteria on your eye shadow brush, eye shadow, or primer. Try sanatizing everything (if you can) and see if the problem continues.
