How To Get Rid Of Shaving Dots?

Hello ladies! so whenever I shave my legs, I notice I have what you call "strawberry legs" or "shaving dots". they're pretty annoying and I was wondering on how to get rid of them?
I always exfoliate before shaving, and I use a nice razor and shaving cream. and it's not just shaving, I've noticed this also happens whenever I wax as well. any solutions to this? and would an epilator help?

Its probably just your pores... Which you can really channge unfortunately. I don't think an epilator will help because it does the same thing as wax
