Is it necessary to use sunscreen on face even though using foundation or foundation is enough to protect skin?

I would always recommend wearing a spf under your makeup. It can either be a real sunscreen or a moisturiser with an spf of 20+. Even if your foundation have some spf in it, it's better to be on the safe side :)

The nature of any SPF - even in foundation is that it fades over time and you usually have to reapply it every couple of hours in order for it to be effective - if the SPF in your foundation is over 30 then it's probably good for 3-4 hours but that's about it - but if you add another layer of protection under it then it could prolong the effectiveness of the SPF - but either way you still have to reapply it.

I use Cliniques super defense daily moisturiser with spf 25. On most days I use IT cosmetics CC cream with spf 50, but on days where I wear a foundation without spf I will use bare minerals primer with spf 30.

You should definitely wear sunscreen underneath! Gotta protect your skin! I use the Neutrogena facial sunscreen.

YES. Always wear sunscreen!! Even if it's cloudy!! Sun damage is the number one external cause for wrinkles, so if you want to look 20 when you're 40, wear it.

Yup, it needs to be reapplied but you can buy powder that have SPF and it's a great way to touch up your makeup and your sunscreen.
Brand that has a powder with SPF is Shiseido.
If you're in Asia you can get a hold of the MAC Lightful Powder Foundation that has SPF 20 I believe
