I exfoliate using a soft, nubby wet washcloth or infant's toothbrush. Then apply Bite Agave Lip mask. I apply it before bed as well. I also love Fresh's Sugarlip. QVC and Sephora usually have sets around the holidays that save cash. For less, Nivea lip butter tins are nice. Be sure to stay hydrated with your water and hydrating foods...and apply a lip sunscreen. It really helps!

Its really easy to make a homemade lip exfoliater and your lips are really soft after. just use a little sugar, olive oil and salt and rub it on your lips then wash it off and your lips should feel really good:)

You can exfoliate with a tiny bit of olive or coconut oil on the lips and a soft toothbrush in a circle motion. rinse off the dead skin with clear water and voila!
for moisture, you could go the cheap route with a little vaseline on the lips at night and when you feel like it in the night. If you want a little fancier moisturizer, burt's bees make good chapsticks. I also love eos chapsticks. a favorite of mine is palmer's cocoa butter chapstick.

Forever 21 & elf have cheap lip exfoliaters if you're on budget! I usually follow that up with burts bees lip moisturizers
