So It's probably a very stupid question but : when the polish is mattifying does it mean it's completely dry and you can add an other coat or you still have to wait 15minutes?

I think you should wait a little. I got one matte nail polish that goes matte very quickly yet it ain't completely dry! :)

No, it's like any other polish you have to wait for it to dry. It mattifies a few seconds after application, but dries as normal polish would.
