Makeup and dress for formal?

I have to go to a formal pretty soon.. But I don't know what I should wear or how I should do my makeup. Any ideas? I'm going to some outlets in a few days. And what kind of shoes?

Is it 8th grade formal? I had that a couple years back and I went to Charlotte Russe to find a dress. Ended up finding one that stood out from the rest in a good way. I wanted to look beautiful without looking like I was going to Prom. And my dress took care of just that. My makeup went with my dress: Simple and Natural looking. Hope this helps :)
