Personally I love Urban Decay and Marc Jacobs for eyeliner. They're both super long lasting, they really don't move, they come in a huge range of colors, and they don't smudge at all. I've worn both to hot yoga classes, and they haven't moved at all throughout that time, even on the waterline.
As for mascaras, my favorite waterproof mascara is the Maybelline Lash Stiletto, it's super lovely, doesn't melt, has a skinny wand, gives great definition and is wonderfully black.
As an added aside: I don't touch up my makeup. Ever. At all. If it doesn't last all day, I either return it or don't buy it.

I really like MUFE's Aqua Eyes waterproof liners c: they apply easily & last much longer than any other pencil liner I've tried. they have a variety of colours as well!

You can wear both of these products and they will NOT BUDGE WHEN SET. You could probably go swimming, rub your eyes underwater, then go to dinner with these products.

A pretty inexpensive drug store water proof eyeliner is the maybeline New York liquid felt tip liner ( thinks it's called master line or something ) works pretty well. Lasts all day. But when I go to sleep you can see it has kind of faded but when you wear it for 12 hours or so it will fade a tad.
