So my hair is very short (I'll attach photos of my most recent cuts at the bottom) and it has not been longer than my shoulders for 5 years now. I am ready for a change but every time I try grow it out I get so frustrated with how it looks. My question is: do you have any tips to help it grow faster, and what can I do with it in the mean time? Photos would be greatly appreciated.

Hair growth is based on genetics, the health of you & your hair. so the only way to promote growth is to keep yourself & your hair in good health.
Do not just go taking pills (including biotin). You can end up with side effects serious enough to put you in the hospital. always ask your doctor first.
Some tips to promote growth:
get trims regularly (split ends will go higher up the longer you wait & then you'll have to cut off more hair)
drink a lot of water
use as little heat as possible
always use a heat protectant, I recommend It's a 10
don't brush your hair while it's wet
do hot oil treatments (I use coconut oil)
use a deep conditioner (I use Aussie 3 minute miracle)
use hair masks (store bought or diy)
try a leave in conditioner
keep in mind that there are no miracle products or methods. good luck in growing your hair! :)

Through the awkward stages, I would maybe just French braid it into a little (regular ponytail), or just make a regular ponytail.
