I think it's just the rest of the hair, the follicle, I guess you could try waxing or an epilator maybe it won't look that visible after them.

I get it too but they go bright red. I have to shave my legs at least 24 hours before I want to go anywhere :/ I've not found anything yet that stops it but I don't think it's too uncommon :)

The problems of sensitive pale skin... I have the same issue almost everytime I shave... thats why I started using an epilator

I got them too I don't know if this is what you have but it's a skin condition and to treat it I used Paula's choice salacylic acid body exfoliator morning and night and moisturizer and it got rid of them or reduced the redness, do more research because it could just be razor bumps too.

I have the same problem! The best thing for me is to just keep them really moisturized. I like Jergens Ultra Healing Lotion the best. Also exfoliating before shaving helps me too, I like using Coconut Oil and Sugar (I usually do like 1/3 of Extra Virgin Coconut Oil, warm up in microwave, and 2/3 of sugar). Also I would try a good shaving cream, this actually helps me a lot, I use Eos or Creamo (I use the kind for men, but it works really good, it comes in a white and red bottle). I used to just use conditioner but those shaving creams really help me get less bumps.

I agree with Alya it looks like hair follicles. Try waxing and if that doesn't help maybe get a checkup from a doctor and see what they tell you.

Yeah that happens hehe I get that too,but I give my legs a little tan,and then they're not so noticeable anymore:) they just need some sunlight! But if its like a rash or its irritated,maybe alittle aloe vera gel can help...

I agree with @Brenda in as much as they need some sunlight. I've realised mine gets much worse in the winter months and is hardly noticeable when I've been soaking up the sun in summer :)
