What pants with these boots.

I just got these boots (the heel just isn't as high) and I was wondering if light blue jeans (my jeans like scrunch up at the bottom because there to long) or black leggings would go better with them? I've put in a shirt pretty similar to what I will be wearing. I'm thinking the leggings because they won't go over the top of the boot like the jeans would but I figured I would get your advice :)

I'd go with jeans then roll them over to make a cuff that floats on top of the boats:)
