A crap load of chapstic, white base like nyx in milk and then apply the shadow, and maybe some gloss on top so it doesn't look to dry.

I've heard you can make lipstick out of crayons, but I don't know how safe that is... Just search it on YouTube and you can find tons of tutorials.

Or even going off of Leah's idea use concealer and then eyeshadow.

Check the ingredients first! Some eyeshadows are not safe to ingest due to the ingredients so it may be dangerous to use for a lipstick.

Just look at the ingredient list before you do it.
