Eco Tools has a nice eye brush set. All natural brushes at a reasonable price lol. I've heard some good things about sigma? Brushes, too.

I have a set the forever 21 makeup brushes, they're really cute and super inexpensive! I got a set of five brushes (lip, eye shadow, angled, blush, and eyebrow shaping) for $3.80, and the quality is pretty good!
