Yay!! I am. Frozen Superfan!!
Okay so Elsa's dress is sequined All over, and I realize that could be very difficult I would maybe add sequin iron on patches running in a curved line down certain parts of the dress. You will also want to create a slit on the bottom left side. (Your left when wearing it.) Once you cut the slit, you will want to hem in to keep it from fraying and such. Then I would purchase a sparkly sheer fabric to create the cape. You want the cape to drag in an oval like shape. I recommend looking up a model or something to show you how to cut that out properly. Finally will need a pair of crystal heels. If you want something quick, run to a thrift shop or goodwill or walmart, purchase a cheap pair of heels, spray on adhesive, and blue and silver glitter. Spray the shoe with the adhesive and shower it with glitter, then repeat with the other shoe. You may want to find something to help set it, I used hairspray for a craft similar using shoes and it worked well. Oh and do it in an area you don't mind making a mess in. Braid your hair and recreate the makeup and youll be good to go. Hope this helped.

Go to a craft store and get blue sparkly tulle to make a cape and selves and if you don't want full sleeves or don't know how you could attach strips of the tulle from the shoulders and "arm hole" in the dress haha I didn't know what to call it.
