It might be sun poisoning??? Are there little bumps?
In that case, if it's sun poisoning, there are lotions specific to treat it, otherwise it will go away in a few days.
The only other thing I can think of is that you might have had a reaction to the chorine..?

Sounds like it might be a reaction to the chlorine/bromine in the pool, your sunscreen or a combination of the two?
I had an allergic reaction to my sunscreen when I was out in the sun a few weeks ago. It was strange because I'd used that brand before, but my neck got really itchy and then the next day was really flaky. I stopped with that particular sunscreen, switched to a different one, didn't sit in the sun, kept my neck moisturized and did some gentle exfoliation after the third day. It resolved in about a week.
