I don't really think an anchor represents swimming. Anchors sink and keep a boat stationary; that's pretty much the opposite of what you are looking for! I think rolling water, some kind of fast-moving fish (a barracuda perhaps) or a mermaid fits the theme pretty well and will give you lots of artistic and placement options. You can always go to your artist and ask them what they think as well.
