For a pop of color I would do a neutral eye with the color on the lower lash line, that's a traditional pop of color look that's still wearable.

For never wear you just need to find a look that you don't think you'd ever actually wear so that's completely up to you and your own tastes.

There's plenty of YouTube videos on makeup for glasses so you can look there for inspiration.

I took pop color to mean bright pinks and neons imitating pop culture. but Alexis made much more sense lol.
colour block is when you have two bright sold colors next to each other and force it to work. so maybe like a bright lip and a different bright colored eyshadow or liner at the same time.
I agree on never wear, that how I'm taking it too. something you would never wear on a normal basis. I would do the opposite of all my usual makeup applications to have some fun with it but that's me. you could do something as simple as a lipstick or eyeshadow that normally feels too bold.
if you don't normally wear glasses I suppose you could pick up a cosmetic pair for the occasion. or you could take a play on the word and use cups to do your makeup like that "put everything on my face and trace it with bronzer" craze that was just happening. lol

I'd get creative and just do whatever comes to your mind first :) It's conoletely subjective on what it means.
