Okay so I'm in need of a foundation! I'm going to Sephora after payday and I'd like to keep under the $45 range if possible! I love dewy finish but still full coverage. I use Kat Von D Lock It for its coverage, just wish is was desire (any way to make dewier?)

Here's a little bit of info:

Skin Type and Tone: Super Dry, fair (light 42 KVD)
Skincare: exfoliate, cleanse, double moisturize
Looking for: dewy yet still full coverage

Thanks ladies!!

You could try a luminizing primer under your foundation.

You can add a facial oil to it. Although sometimes oils can oxidize a foundation and turn it darker. Same as certain foundations will oxidize when coming in contact with natural facial oils (your own sebum). For some reason, when I've had a foundation get darker on the top of my hand while mixing it, it still looks the same color when I put it on my face.

The loreal lumi magique base is amazing when mixed with foundation!! I want the same look as you, dewy and full coverage. Therefore I get a full coverage foundation, I personally love Mac studio fix or the bobbi brown foundation stick, but if you're looking for something less pricey, then the loreal matte infallible foundation because when it's mixed it turns glowy and beautiful or the rimmel lasting finish xx

I have a very similiar skin tone and super dry skin - I personally love the Estée Lauder Double Wear. Great coverage...it is more on the matte side, but like others have suggested, use a luminous primer underneath. I've used Double Wear for years...while I've tried several other foundations, I always come back to this one.
NYX also just came out with the pro foundation mixers - the have one in luminous and opalescent, so you can mix it right into your foundation. I have the one in opalescent - it gives a nice subtle glow and doesn't cut down on the coverage of the foundation - so that may be another option to look into as well. I believe the Pro Foundation Mixers are around $10 each. Good luck!

Laura Mercier Silk Creme Moisturizing edition is full coverage (like KVD) but it definitely has a dewy finish appropriate for dry skin :)
