I think the hair you have looks lovely, maybe a sleek ponytail or a Kendall Jenner-esque high bun? I'd go neutral makeup wise as the dress is very busy up top.

Muted purple eyeshadow would look good, or a bold lip. Don't do both though, because it might look a little intense.
