I think it's just blended out winged liner/cat eye done with eyeshadow instead of crisp eyeliner :)

I do it all the time but I don't know if it has a specific name! I love it because it gives you that Victoria's Secret softness and it elongates your eyes without making your lashes look shorter :)

If you use eyeshadow just create a winged liner with the shadow and blend/smudge it. Keeping applying shadow and blending until you get the intensity you want.

I do this with my soft eye pencil and use the smudging tool on the end..then set with shadow.
