Ooooh garden of the lights is beautiful! It usually means a lot of lights everywhere lol. I think long dresses look beautiful on short girls, sorry if that word offends you :/
I would go the neutral dress route, it would look gorgeous with the lights.

Yess like a long flowy dress would look beautiful try some light colour like a pastel pink or baby blue would work beautifully. Maybe go for a shorter dress as you are on the smaller side if you show a little leg it will give the illusion that you are taller
