It sounds like your foundation doesn't suit your skin. You may want to look for a water based foundation with light coverage. Also, applying with a damp beauty blender allows for light coverage and a dewy finish. Maybe go search for a light but build-able foundation to suit your likings

How much are you using? Sometimes applying too many layers of foundation will do that. If you're looking for a foundation that offers a slight glow check out Dior Star foundation. I use it and love it because it gives a nice luminous finish to the skin. NARS also has one too but the exact name of the formula is eluding me right now.

I used a really thick Mac one for awhile just added a few drops of my moisturizer into it and it gave me more of a dewy glow!
