I adore the cleanser! Honestly the toner is too harsh for my skin because it's sensitive. But the cleanser has worked miracles for me.

It has alcohol, so yes you are correct. It will indeed increase oil production.
Harsh alcohol is your skin's enemy and can do a lot more damage than people think it does.
