It may be how you are prepping your skin. With my foundation it would do that but I'd wait longer for my moisturizer to set and it stopped.

And sometimes I like to apply my foundation with a foundation paddle brush, then work my fingers on my face to soak up the excess foundation (you can use a damp sponge) then go back and use a stippling brush where I want more coverage

I use a multi task brush from sephora if you really buff It in to your skin it makes for a more flawless finish also I use porefessional and I feel like it makes it easier to apply

Maybe you have dry skin. Try a really good moisturizing face lotion aka moisturizer (Duh) to make the foundation to suck into your skin (no need for primer). When you apply your foundation you could use a beauty blender or any face sponge to have a flawless finish when you apply foundation to skin. You don't need to add powder but if you want you could pat a lil bit of powder on your oily areas with a powder brush.
