I'd try a cleansing balm.
Personally I like Liz Earle Cleanse and Polish, I used to be very dry but since using this I'm more normal to oily.
I've also heard good things about the Clinique Cleansing Balm and the Body Shop's one,

Shiseido beneficence creamy foam face wash I have really dry skin and have been using this for a year now and I swear by it I have the whole entire line and a little goes a long way you only need a half a pea size amount.

I'd class the Body Shop's one as drugstore. It's chamomile I think. I don't know what it's like elsewhere but I'm from the UK and find the price really reasonable and the Body Shop's stuff is really easy to get hold of, there's shops all over the place.

I have flaky dry skin on my face and I use Eucerin moisturizer! It's amazing seriously😊 and I use a generic brand of Cetaphil face wash

I would invest in a good moisturiser. I personally love using oils like jojoba oil or avacado oil which leaves my skin so supple overnight. You can also wash your face with oil which will stop stripping your natural oils resulting in dry skin. Hope that helps. :)

I'm not sure how you feel about Asian brands, but try Cure Natural Aqua Gel! This works so well for actually getting rid of the dry, flaky skin without using harsh abrasives or beads. It's like the skin just comes right off! It's a miracle worker!

If your skin is flaky it is not dry it is dehydrated. dry skin is a loss of sebum and small sebaceous glands. dehydrated is a loss of moisture your body needs more water. dehydrated skin is less supple flaky and sometimes even itchy. The problem is a lot of people confuse the dry skin type and dehydrated which is a skin condition. Over exfoliating to get rid of the flakes will worsen the situation.

I'd recommend dermalogica special cleansing gel but you need to still work on your skins dehydration level because a product will not simply fix it 100%
