Yes I think that's pretty much how she did it. But it looks like it's black on bottom, blue, and then white on the top layer. It lookalike be hair is layered with each layer shorter by a couple inches so that the color can show :)

I keep coming back to this thread thinking how I would do this... It'd be a pain, but I think the easiest way would be to go on eBay and get some synthetic, extra long black extensions (two rows perhaps?), a few half rows of whatever color you want, and then have your natural hair be white-blonde. An alternative would be to get a white-blonde wig from somewhere like Dolluxe and clip the extensions to that.
