Does the logic that acne and hyper pigmentation when treated can get worse before it gets better hold any weight?

Your skin can have a small amount of time getting use to a product , if you using a chemical exfoliater or bha or retinol it can purge itself however this should not go on for a long period of time , it shouldn't look like a full blown break out and hyperpigmentation shouldn't be getting worse unless it's from fresh acne scars

Yes, because it's surfacing all of the impurities, dirt and oil from under your skin that can be stored in your pores (clogged pores).

Yes...Traci said it best as well as Madyln. When I increased my AHA percentage my skin had a "what the heck is going on" moment that lasted a few days and then it subsided. If your skin looks a battle ground after a few days of use (itching/burning that is severe and painful bumps, dry skin, redness) then its probably not the best fit for your skin.
