Grab yourself a blonde eyebrow pencil/powder pallete. I'd suggest looking for a pallete as I feel they look more natural because you colour the skin under the eyebrow so it allows the eyebrow detail to still come through. It also means you can apply a very small amount and then add to it a bit easier (personal opinion) than a pencil. If you have an eyeshadow pallete with very light/natural shades start by practicing with that, as it's all just pigmented powders at the end of the day and it's a good starting point that won't add to a budget if you already own one. :)
Sorry I'm not sure where sells the best light colours, but I'm sure you'll find an appropriate eyeshadow if nothign else. Hope this helps!

Honestly, my eyebrows are this light too and the only way you'll be able to fill them in without people really being able to tell would be with a powder. Though I think getting your brows shaped professionally first would really help you to fill them in. :)

When I started filling in my brows I use to say I ddnt want em as dark and it's totally understandable. You're going out of your comfort zone and its always good to ease into it with the lightest color. I would suggest the nyx eyebrow cake powder. Get the blond, Itll have 2 colors, so you can start with the lightest color and if you ever feel comfortable use the darker color. it'll be a matter of preference.
