ELF makeup is really great for beginners! They do a great job at providing bang for your buck necessity products like facial primer, eyeshadow palletts, lip color, etc. They're around $1-$6 for most products. They always have deals, too. Sign up for their emails and order online! You can find their stuff in stores, too. Target has them. :)
Wet n Wild is also good. They're almost at every drugstore. They have lot of lip colors, eye shadow pallets, nail polishes, etc. They're long lasting matte lip sticks are very popular, and so is their liquid eyeliner.

I absolutely agree with Winnie on ELF it's amazing for beginners! Most of my makeup when I first started wearing it was ELF. And yep ^ you can get it at Target.
