It is a ph scale. a lot of cleansers and facial products alter your skins natural pH level which is why a toner is important that will balance your skin to its natural level of 4.5 and 5.5. it's possible they sent it to you to maybe prove their product is the level it should be and won't alter your skins level. I work with dermalogica which is balanced and we did a test one day of many drugstore and high end to very high end products and its amazing how bad some of the tests showed up to be. I would Google the product and see if anything is mentioned of it but that would be my guess. what serum did it come with?
