Maybe you could try the bare minerals matte powder foundation. I have oily skin and it helped calm my acne.

Hands down Mufe matte velvet + I'm Italian with extremely oily skin and this has been my HG foundation for over 2 years I use it in combination with Nars oil free primer and I set it with mufe pro finish powder (:

If you are looking for something from the drugstore then I would suggest trying the Loreal True Match foundation.
If you are looking for something high end I would suggest the Sephora Perfection mist airbrush foundation. I have extremely oily skin and both of these have worked very well on me. the foundation is important, but so is the primer. some very long wearing primers with a very matte finish are: No7 Beautifully Matte Makeup Base and, believe it or not, Monistat Soothing Care Chafing Relief Gel to Powder.

Revlon colorstay does work when it comes to the oiliness but it is not non comedidgenic, it doesn't say it on the bottle, nor does it say it won't clog pores. I broke out horribly from it. are you looking for high end foundation or drug store?(: I found a really nice drugstore one, it's Maybelline 24 hour foundation. I use revlon colorstay powder afterwards, they are both non comedidgenic. also use a primer before you do your makeup for a smoother look and it will also make your skin less oily throughout the day!(:
