If it isnt a liquid or a kohl eyeliner, heat it up before applying it by taking a blow dryer and blow on it for about 10 or so seconds. Then let it cool for a few seconds and then apply it. It should go on easier and not draggy.

With a pencil, draw short strokes as close to your upper lash line as possible, and start in the middle and work your way to the end. You can try a flick but it may be hard for a beginner. Don't take the eyeliner all the way into the start of your eye for a more natural look. If the line doesn't look perfect you can smudge it out as with pencil this can look really nice. :) there are so many more ways to use eyeliner so just have fun with it and experiment! :*
